Description
The planned procurement shall provide in-service support for Main Circulating Water Pumps (MCWPs) on board naval submarines. The primary body of work required will be the repair and refurbishment of existing pumps, for which it is essential that bidders either own or have unlimited access to a pump testing facility.
Additionally, suppliers must have the storage capabilities to potentially accommodate several MCWPs at one time, as well as the supply-chain network to source its own parts and materials. This procurement is not anticipated to include within its scope the manufacture and purchase of new pumps.
Potential suppliers must have the suitably qualified and experienced personnel to produce technical reports associated with health checks and strip and surveys, and the surveying capabilities to accurately estimate the cost and lead time of repairing pumps to an A1 standard.
This procurement will be for a minimum 5-year contract term. The contract shall be competed under Procurement Act 2023 regulations and will be subject to the competitive flexible procedure.

Description of risks to contract performance
- The winning tenderer must either hold or be able to obtain Facility Security Clearance (FCS) for the contract to be performed, due to some of the information involved in the performance of the contract being classified at SECRET level.
- The winning tenderer must own or have access to a pump testing facility capable of testing pumps of the specifications provided in the contract technical data pack. A test facility that is not compatible or incapable of testing pumps to the required standard would not be suitable.

This Tender will have a Conditions of Participation (COP) Stage and Invitation to Tender (ITT) Stage, for the prospective Tenderers. For the COP, all Tenderers who wish to participate in this Tender are to follow the following link https://www.find-tender.service.gov.uk/Search to obtain access to the COP questions and COP Guidance and Instructions document. Following the COP Evaluation, detailed within the Award Criteria section of this notice, all successful prospective Tenderers will be invited to ITT, and Contractual Documentation, ITT Guidance and Instructions and Award Criteria will be shared with the successful prospective Tenderers at this stage.
