Description

Thames Water wishes to award a framework agreement to suppliers capable of supplying and installing various access security products. Suppliers must be able to provide installation works of the products that they are supplying.

The Framework will cover the supply and install of the following products: Doors & Louver Panels, Roller Shutters, Window Bars, Mesh Panels, Access Covers, Steel Kiosks and GRP Kiosks. All goods must be LPS1175 Issue 8 accredited. Suppliers must be able to work with our Tier 1 suppliers as this will be a mandated Framework agreement and we expect our Tier 1 suppliers to be able to use the framework agreement on behalf of Thames Water. Tier 1 suppliers are our capital delivery partners who project manage projects which can include products in scope of this tender.

Thames Water reserves the right to issue multiple awards for each lot in this agreement to achieve the most efficient and economical service solution, and the ensure continuity of supply and delivery. Thames Water reserve the right to enter into a contract or contracts for the provision of all or any number of lots.

Thames Water reserves the right to refine the award criteria. Please note that that deadline for asking for access to the PSQ & submitting of the PSQ is 25 June 2026.

Thames Water envisages that the contract will be awarded for an initial term of 5 years with options to extend by 1 year or longer, up to a maximum overall term of 8 years.

Description

Supplying and installing Security Doors and Louver Panels. Products must be LPS1175 Issue 8 certified and suppliers must be able to provide items with security ratings.

Volumes and dimensions will vary dependent on the site that the equipment is being purchased for.

Thames Water will award between 4-5 suppliers who will be responsible for supplying and where applicable installing the equipment on site. Suppliers must be able to work with and allow purchasing through our Tier 1 suppliers.

Work will be awarded via mini-competitions. Direct award will be permitted if work is urgent, awarded supplier have failed to deliver or the value of the goods is below the threshold for this lot.

Lot 2. Roller Shutters

Description

Supplying and installing Roller Shutters. Products must be LPS1175 Issue 8 certified and suppliers must be able to provide items with security ratings.

Volumes and dimensions will vary dependent on the site that the equipment is being purchased for.

Thames Water will award between 2-3 suppliers who will be responsible for supplying and where applicable installing the equipment on site. Suppliers must be able to work with and allow purchasing through our Tier 1 suppliers.

Work will be awarded via mini-competitions. Direct award will be permitted if work is urgent, awarded supplier have failed to deliver or the value of the goods is below the threshold for this lot.

Competitive flexible procedure description

The tender process will include a PSQ stage and ITN stage. Suppliers will be down selected during the PSQ stage based on a number of questions surrounding their competency. The ITN will include commercial bidsheets, technical questions, case studies and presentations.

Suppliers who are selected in the process will be put on a mini-competition framework agreement, with direct award permitted in certain circumstances. All products in this procurement must be LPS1175 Issue 8 accredited.
