Description
This Heating and Water Repairs and Maintenance Services contracts procurement is segregated into (5) lots:
Lot 1 Individual Heating
Lot 2 Communal Heating
Lot 3 Water Hygiene
Lot 4 Building Energy Management Systems (BEMS)
Lot 5 Temporary Boilers
Lot 1, Lot 2 and Lot 3 are further segregated into two geographic areas and therefore two contracts. For these Lots, Suppliers will be required to submit only one bid but will be automatically eligible for award in either of the two regions and are therefore not required to indicate a preferred region.

Lot constraints
Description of how multiple lots may be awarded:
This procurement is segregated into (5) lots: Lot 1 Individual Heating, Lot 2 Communal Heating, Lot 3 Water Hygiene, Lot 4 Building Energy Management Systems (BEMS) and Lot 5 Temporary Boilers.
Lot 1, Lot 2 and Lot 3 are further segregated into two geographic areas. Two Suppliers shall therefore be awarded contracts for each of these Lots.
One contractor shall be awarded a contract for Lot 4.
The three highest scoring contractors shall be awarded contracts for Lot 5 with allocated of work as noted in the tender documentation.
It must be noted that the successful Suppliers for Lot 1 Individual Heating will be contractually required to provide a back up delivery service to Lot 2 Communal Heating, and vice versa. This will be reflected in the price documentation for the Tender phase.

Description
Service, repair, boiler installation and gas safety checks.

Description of possible extension:
The contract will run for a period of five years to commence in April 2027, and will then include the option, at the Authority’s sole discretion, to extend by up to five years, through the implementation of the extensions. The maximum duration of the contract is therefore ten years

The right to additional purchases while the contract is valid.
Lot 1, Lot 2 and Lot 3 are further segregated into two geographic areas. Two Suppliers shall therefore be awarded contracts for each of these Lots.

This is a two stage procedure comprising a Selection Phase containing Procurement Specific Questionnaire (PSQ) documentation followed by a Tender Phase evaluating Quality and Price.
Following assessment of responses to the PSQ, a short list of the top five highest scoring potential suppliers will be drawn up per lot. The shortlisted suppliers will be selected to participate in the Invitation to Tender (ITT) phase.
Suppliers are therefore only to complete the PSQ Stage documentation by the set deadline.
