Scope
Description
Provision of a service for the recovery, removal and storage of light and heavy vehicles, motorcycles, and abandoned vehicles (excluding those for which the local council is responsible). This shall include, but is not limited to, broken-down, stolen, or collision-damaged vehicles of all classes, as well as motorcycles that are in breach of traffic regulations or causing obstructions on highways and motorways. The scope of work also includes the removal of burnt-out vehicles, vehicles used in criminal activity, vehicles recovered under the Police Reform Act 2002, and unlicensed or untaxed vehicles within the geographical boundary of Staffordshire, unless expressly stated otherwise. This includes the motorway network within the Staffordshire Police Force area, namely: • M6 (Junction 10a to Junction 16) • M54 (Junction 10a to the West Mercia border) • M6 Toll Road (throughout the Staffordshire Police area) The Contractor may also be required to recover vehicles from additional locations as directed, including Authority premises or areas outside Staffordshire Police jurisdiction. In addition to statutory recovery and removal duties, the Contractor may, upon request, be required to recover vehicles owned by the Authority and by Staffordshire Fire and Rescue Service.

Stage 1: Written Tender Submission and Evaluation90% of the Stage 1 score will be based on the Technical Questions Response and 10% of the score will be based on the Social Value/Sustainability Questions Response. Stage 2 : Site Visit Round - Shortlisted suppliers will be visited by an Evaluation Panel to evaluate the proposed site(s) to be used for the contract & assess compliancy against the tender requirements.Suppliers will be scored as:- Fully Compliant (Pass)- Suppliers who are scored as Fully Compliant will pass this stage of the Tender Process.
- Partially Compliant (pass once remediation works completed within an agreed timeline) – Those suppliers scoring Partially Compliant against any question will be given the opportunity to demonstrate or advise how they will achieve full compliancy before contract go live and may pass through this stage should the Evaluation panel deem the answer satisfactory.
- Non-Compliant (Fail)– Those Suppliers scoring a non-Compliant against any assessment criteria will not pass this stage of the Tender Process
