Collectively our Members manage more than 90% of the UK’s social housing stock, with PfH helping them to achieve efficiency savings using a wide range of services including framework agreements, dynamic purchasing systems, spend analyses, strategy reviews, consolidated billing and comprehensive reporting. This Lot provides access to specialist consultancy services to support the assessment, planning and technical development of communal and district heat network projects, together with the evaluation and compliance of existing and proposed systems.

Services are intended to enable informed decision-making by determining whether heat network opportunities are technically feasible, economically viable and environmentally beneficial, and to support progression from early-stage feasibility through to concept design and investment planning.

The scope includes, but is not limited to, feasibility studies, option appraisal and early-stage technical development, including the assessment of heat demand, identification of suitable low carbon heat sources, development of concept network configurations and routes, and the evaluation of technical, financial and environmental performance.

This Lot is intended to provide access to suitably qualified and experienced Managing Agents capable of delivering end‑to‑end professional services for projects of varying size, value and complexity.

Managing Agents appointed under this Framework Lot will be required to act on behalf of the PfH Scotland Member to plan, coordinate, administer and oversee the delivery of works from project inception through to completion and handover. This includes, but is not limited to, providing strategic, technical, commercial and operational management, together with appropriate programme governance and assurance, to ensure that projects are delivered safely, compliantly, to the required quality standards, within agreed programme timescales and cost parameters, and in a manner that supports effective benefits realisation.

This Lot covers the end‑to‑end design, supply, installation, commissioning, handover and maintenance of heat networks across domestic, commercial and mixed‑use developments. Its purpose is to provide members with access to competent contractors capable of delivering fully integrated district and communal heating systems that support decarbonisation, energy resilience and long‑term operational efficiency.

Suppliers appointed to this Lot must be capable of acting as Principal Contractor, taking full responsibility for construction, installation and health and safety management in accordance with CDM Regulations. Contractors will be required to deliver a turnkey service, including but not limited to:

Design of heat networks, including energy centres, primary and secondary distribution systems, heat interface units (HIUs), controls and associated civil infrastructure

Supply and installation of pipework, pumps, metering systems, thermal storage, HIUs, distribution infrastructure and heat generation plant (including heat pumps, CHP, waste heat recovery and other renewable or low‑carbon technologies)

Associated civil engineering and groundworks, including trenching, reinstatement and coordination with utility providers and third parties

Electrical integration, including controls, building management system (BMS) interfaces and communications infrastructure

Commissioning, testing, flushing, balancing and optimisation of complete systems

Handover activities, including provision of O&M documentation, system training, metering configuration and performance verification

Post‑installation support, where required, including system optimisation and early operational monitoring.

PfH anticipates awarding places to 7 suppliers, but reserves the right to appoint a greater or fewer number depending on the bids received.

This Lot is not intended for standalone innovative products or materials supplied without installation. It is designed for suppliers offering complete, deliverable solutions, incorporating Services and/or Works that result in measurable decarbonisation and retrofit benefits.

Solutions submitted under this Lot may include, but are not limited to heating, energy efficiency, building fabric improvements, load management, integrated renewable systems, low carbon heat technologies, advanced monitoring, or hybrid retrofit innovations that are not yet widely established within the market.

Tenderers may be required to provide audited accounts for the previous two financial years upon request.

Tenderers must also demonstrate financial standing through an Experian credit score of at least 50, or otherwise satisfy PfH that their financial position is sufficiently robust to be awarded a place on the Framework. PfH will obtain an independent credit risk report using the company registration number provided.

Where a Tenderer does not meet the minimum threshold, PfH reserves the right to undertake further financial assessment, which may include a review of recent accounts and the provision of additional supporting information. PfH reserves the right to reject any Tenderer where there are concerns regarding financial stability.

Tenderers are responsible for ensuring that all information held by Experian is accurate at the time of submission.

Minimum level(s) of standards possibly required

Bidders are required to hold, or commit to obtaining prior to contract award, the following minimum levels of insurance (applies to all Lots):

Employers Liability Insurance: GBP 5,000,000 (5 million pounds)

Public Liability Insurance: GBP 5,000,000 (5 million pounds)

Professional Indemnity Insurance: GBP2,000,000 (2 million pounds)

III.1.3) Technical and professional ability

List and brief description of selection criteria

Bidders are required to be able to supply at least three contract examples for each lot they are bidding for. Such examples must be within the last three years (five for Works contracts) and must provide sufficient detail to enable PfH to be able to identify and assess the relevance of the contract examples to the services required under the framework agreement. Bidders should use question 4C.1.and 4C.1.2 to respond

to the requirement. Bidders that are unable to provide three relevant and appropriate examples demonstrating sufficient experience (or provide a justification why they are unable to do so) will be excluded from the procurement process.
