Description
Blackpool Council is inviting suitably qualified and experienced Suppliers to tender for inclusion on a Playground Procurement Framework for the design, supply, installation of playground equipment and associated works.
Blackpool Council manage approximately 30 formal play areas across the town. These sites vary in size, age, condition, and functionality and are predominantly located in urban and coastal environments with exposure to high usage, anti-social behaviour, vandalism, wet weather, and salt-laden air.
This framework will support the delivery of both small replacement works and large-scale playground refurbishments, ensuring consistency, quality, durability, and value for money as well as building close relationships with a smaller amount of suppliers who can meet our needs, over the contract term.
The framework will cover, but is not limited to:
• Supply and installation of playground sports and activity equipment
• Playground surfacing
• Fencing and gates
• Design and layout of play spaces
• Project management from contract award to completion
• Aftercare, maintenance support, and warranties

This lot will be for projects requiring bespoke design solutions.
For each competition, Suppliers will be required to provide itemised pricing and a rationale, technical specifications, scale CAD drawings and visual representations.

Framework operation description
Lot 1 - • There will be 3 Suppliers on this lot. For items forming part of the catalogue (details included within tender documents): This will be operated on a Direct Award basis, the contract will be awarded to the Supplier offering the lowest price based on their catalogue submission. If there is more than one item required, the contract will be awarded to the Supplier with the lowest TOTAL price for all items.
For requirements which arise outside of the catalogue (which includes additional groundwork) - this will be subject to a pricing quotation exercise. Prices will be requested from all 3 Suppliers. The contract will be awarded to the Supplier offering the lowest price. Where catalogue products are required, but additional groundwork is needed, then the Supplier offering the lowest total price for all products and installation work required will be awarded the contract. Suppliers will not be able to re-submit their pricing in respect of the catalogue products and additional price sought will purely be in respect of the groundwork / installation costs.
In the event the lowest priced Supplier is unable to supply for any reason or cannot supply within the required timeframe, if applicable, then this will move to the next lowest priced Supplier that can meet the requirements.
Prices submitted and evaluated as part of the tender must be fixed for 12 months. Towards the end of the 12-month period, all 3 Suppliers will be asked to re-submit pricing for all of the equipment to cover the next 12-month period and this will be repeated every 12 months. Where a Supplier was previously unable to provide a particular product but can now do so, this can be added / priced for during this 12-month review process.
Lot 2 - This will be for bespoke projects which require a design element along with supply and installation. 3 Suppliers will be awarded a place on this framework (the 3 highest scoring bidders).
The Contracting Authority has a current scheme ready for progression; Corrib Road. This scheme will be used for evaluation purposes in respect of this framework. The top 3 scoring bidders will be awarded a place on the framework, with the top scoring bidder being awarded the contract to deliver the Corrib Road scheme.
For all subsequent projects, a further competition will be undertaken with all 3 Suppliers being invited to submit a proposal.
Each further competition will be evaluated based on the following overarching criteria. Project-specific questions will be developed under each of these headings:

Other information
Description of risks to contract performance
The English Devolution White Paper set out the government's vision for simpler local government structures in order to lead to better outcomes for residents, improved local accountability and savings which can then be reinvested in public services. All councils in 2-tier areas and small neighbouring unitary authorities have been invited to develop proposals for unitary local government with the aim of bringing together lower and upper tier local government services in new unitary councils to deliver local government reorganisation. It is likely that within the duration of this contract there may be further development of local government reorganisation that could result in the area and scope of coverage of this contract changing. It is not clear at this stage what the reorganisation will look like. The Contracting Authority reserve the right to modify, review or amend the contract as may become appropriate in order to effectively respond to any future requirements as a result of local government reorganisation.
