II.2.4) Description of the procurement
The overview of the requirement which is set out the Specification for a Portable Appliance Testing (PAT) contract for East Lothian Council (ELC). Its core purpose is to procure a competent contractor to carry out the inspection, testing, and minor repair of portable electrical equipment across a wide range of council-owned properties.
The scope of the service covers all portable and movable electrical appliances (e.g. IT equipment, handheld tools, kitchen appliances) located within ELC buildings such as schools, offices, community centres, housing facilities, and other public assets. The contractor is responsible for conducting annual inspections and tests across all listed properties, as well as carrying out minor repairs (e.g. replacing plugs, fuses, or fixing cables). They must also manage asset records, update equipment lists, and ensure all appliances are correctly labelled with test results, traceable asset numbers, and re-test dates.
