Description
The London Universities Purchasing Consortium (LUPC), acting on behalf of the UK Universities Purchasing Consortia (UKUPC), is establishing a Framework Agreement for Maintenance Services. The Framework will provide Participating Institutions with access to suppliers capable of delivering a broad range of building maintenance services to support the safe, efficient and compliant operation of buildings and estates. Services may be required on a planned, reactive or project basis and include building fabric maintenance, mechanical, electrical and plumbing/public health (MEP) maintenance, planned preventative maintenance (PPM), reactive repairs, and associated maintenance activities. The Framework will also include grounds and external maintenance services and the delivery of minor works projects under the relevant Lot. The Framework is divided into two Lots: Lot 1 – Maintenance and Associated Works Lot 2 – MEP Maintenance Call-off contracts awarded under the Framework will be formed using the NEC4 Facilities Management Contract (FMC), including Service Orders for maintenance activities and, where applicable, Project Orders under Option X27 for minor works and projects.

Description
A comprehensive building maintenance service covering planned preventative maintenance (PPM), reactive maintenance, emergency response, statutory compliance activities and minor works projects. Services include fabric maintenance, mechanical, electrical and plumbing/public health (MEP) systems, and external and grounds maintenance where required. Suppliers appointed to this Lot will be capable of delivering integrated maintenance services together with Minor Works and Project Orders under Option X27 of the NEC4 Facilities Management Contract.

Description
A specialist maintenance service focused on mechanical, electrical and plumbing/public health (MEP) systems. Services include planned preventative maintenance (PPM), reactive maintenance, emergency response, statutory inspections, testing and compliance activities relating to building engineering services and associated infrastructure. This Lot does not include responsibility for fabric maintenance or Minor Works projects unless directly associated with MEP maintenance activities.

Framework operation description
A framework levy will apply under this agreement. The Supplier shall pay a levy equal to the percentage disclosed in the "Percentage fee charged to suppliers" section of this notice. This levy is calculated as a percentage of the Supplier's total invoiced Charges (excluding VAT) each quarter for all Call-Off Contracts awarded under the framework. The levy supports the ongoing management and administration of the framework. Full details are set out in the Framework Agreement

Competitive flexible procedure description
This procurement will be conducted using the Competitive Flexible Procedure in accordance with section 20(2)(b) of the Procurement Act 2023. The procedure will comprise an initial Participation Stage (selection stage) to assess suppliers' suitability and capability, followed by an Invitation to Tender (ITT) stage for suppliers shortlisted from the Participation Stage. Suppliers should note that the deadline for submission of a Request to Participate is 13 July 2026. Following this deadline, suppliers who have not submitted a Request to Participate will not be eligible to participate further in the procurement process. The tender submission deadline displayed within the notice relates only to shortlisted suppliers invited to the ITT stage. The Contracting Authority may conduct clarification, dialogue and/or negotiation activities during the procurement process as described in the procurement documents. The procedure has been designed to enable the Contracting Authority to identify the Most Advantageous Tender and establish a Framework Agreement that delivers high-quality maintenance services and value for money. The Contracting Authority reserves the right to amend or refine the procedure in accordance with the Procurement Act 2023, provided that any such changes are communicated to participating suppliers and applied in a transparent and non-discriminatory manner.
