Scope
Description
The service provision will be for a Framework to cover all Building Capital Repairs, Maintenance and New Build including a variety of disciplines for the Council's public buildings and properties portfolio consisting of 1897 properties, including, but not limited to the following property categories;
• Colleges, schools and associated educational centres
• External grounds, recreational centres, public conveniences, cemeteries
• Residential
• Commercial including offices
• Courts, museums, galleries, theatres and libraries
• Markets, depots, industrial units
Properties that may be added or removed from the Council's portfolio throughout the term of the Agreement.

Framework operation description
The Framework will be divided into four Lots: Lot 1 Glazing, Lot 2 Roofing, Lot 3 General Building up to £50,000, and Lot 4 General Building £50,001 to £500,000. The Council intends to appoint up to five Framework Suppliers per Lot.
Call-off contracts will normally be awarded by mini-competition between the Framework Suppliers appointed to the relevant Lot and capable of delivering the specific works requirement. For each mini-competition, the Council will issue the relevant works information, specification, drawings, pricing schedule and any other project-specific documentation. Framework Suppliers invited to the mini-competition will be required to submit a supplemental tender/quotation through the Council's system or portal by the stated deadline.
Prices for call-off contracts will be determined by the prices submitted in response to the relevant mini-competition. The pricing mechanism for defined works will generally be lump sum, based on the scope and pricing documents issued for the specific works package. Where applicable, rates, prices or other costs submitted by the Framework Supplier and accepted by the Council for the relevant call-off will form the basis of the contract sum.
Supplemental tenders received through mini-competitions will be evaluated using the mini-competition award criteria set out in the mini-competition documents. The Council will award the call-off contract to the Framework Supplier that submits the most advantageous compliant tender for that specific requirement.
In exceptional circumstances, the Council may make a direct award under the Framework, where permitted by the Framework Agreement. Exceptional circumstances may include fire, flood, national emergency, security or safety reasons.
Appointment to the Framework does not guarantee any volume or value of work. Works will only proceed where a valid call-off, works order, purchase order or other written instruction has been approved and issued by the Council.
